Yea, I had to investigate as to what the surveillance center was.
After learning that Resetti was extremely annoying I decided that building it wasn't worth it. :/

Research, it saves a lot of headaches.

I like the Reset Surveillance Center. I don't reset so I don't get yelled at by him when I load my game, and I find his dialogue funny when the manhole is open and I go down there.
