how do you make flowers wilt? I'm trying to get golden roses but in order to get them I need flowers to wilt :/ I have already tried not watering them but they still didn't wilt. Is it because my town ordinance is the keep town beautiful one?

I used to keep Beautiful on, until I figured out how to make money.

Yep. I have a black rose right now and I wish I could let it wilt, but I don't want to have to spend another 20k on putting my ordinance back in motion.
