Third level required?

I kind of hate having three levels of terrain, not really sure why, maybe easier for me to imagine house spacing without it. Does anyone know if the third level is needed for anything though? Like the ornaments would still show in winter and some fish are in the second level I think. Not sure of third level specific?

Thankfully, 3rd level ground is not required for anything. All clifftop fish can spawn on the 2nd level.

Ornaments are not tied to the level the trees are planted on. So no worries.
