The villager that refuses to ping

It used to be Opal, who was my last non-dreamie in my town.
But she finally pinged me and left.

I am having this problem with Lucky. He was a camper and I asked him to move in since I am trying to cycle villagers to get Roscoe again. I have had a 10th villager move before, but Lucky won't ask me. I even tried tting through September a few times and I think everyone has asked except for him.

My friend and I streetpass traded villagers a while back (she picked up Drake from me and I picked up Freckles from her). That was the beginning of April when this happened. Drake has since moved from her town, but Freckles is still in my town. She's never pinged to leave. Ever. And to top it off she put her house right in front of mine in the middle of where I want to build a very nice fountain. I hate her and really just want her to leave, but I don't want to TT around because this is my main and I have almost all my dreamies and don't want to risk losing anyone.
