Can someone explain how a 10th villager randomly moved in even though I didn't get them from another town or the campsite? I thought the game prevented a 10th villager unless you wanted them.

Streetpass can apparently do this unfortunately.

You can get from your campside for 10th or other people town that villager want to move. However you cant get animal that on other town campside.
