I struggled with this from the repeat animal standpoint. My town has 4 cats... I agonized when I made my dream list. Should I repeat species or get a variety? I just love the cats so much and three of them had special meaning to me. I'm happy with my decision, but completely understand the desire for species variety.

It's a matter of luck.
You can always talk to a normal/peppy/uchi villager to see who wants to move, or search your town until someone "pings" and see if they want to move. If nobody wants to, keep on TT until someone finally decides [keep in mind that if you DON'T want one of your favorite villagers to move, you need to keep on checking on them just to be safe]

If you go around and nobody pings you're safe to continue TTing I believe. When I got new villagers to move in I always tried to get them fully unpacked and then would slowly TT back to present day and start the 2/2 process again.

Yeah I kept talking with them but they never mentioned anyone wanting to move, so I'm guessing it's safe to TT another day.
I always talk with my favourites everyday! Thank you very much for your answer!!!~
