If someone got the villager, it can just move back... but if it got lost into oblivion then you have to move 16 villagers for that villager to be able to move back into your town

I just spend my bells on upgrades so I never have any bells to buy turnips and I am afraid I'll spend all my bells on turnips and not be able to make a profit...

But once you have your 10 dream villagers it will be nice to have a visitor. They should have made it where others could recruit from your campsite, that would solve the problem!
