Yep~
When you have 9 villagers the only way to get the 10th is to invite them from camp or someone's town.

I had fits about this regarding Bertha and someone made a good suggestion to me: if he pings you to say he's moving and then changes his mind when you say goodbye, just reset and either try again or ignore his ping. The previous save will only have the fact that he was flagged to move, and you'll have erased the part where he changed his mind.

You can still do this as long as you haven't saved since he changed his mind!
