I'm not sure but I had a spare watering can so I went in with one and was finally able to persuade one. 20 NO and finally a YES. D:

When I had Fauna camping it took me almost an hour to convince her to move in. Everytime she mentioned how nice my town was I would say move in and then she would refuse. >.<
