I heard it's very rare to happen, but most people have said it doesn't work. I dunno, though. xD

Well, it's because the person is able to invite them in their own town. Then, they can make them move afterwards.

They're then quickly told it's not possible to take in a villager from someone else's campsite. The people who have claimed to do so on here are usually those that are (a) quick to back-up every rumour that comes up or (b) are confusing it with what Mintbun has said above: where the user invites the camper into their town first before passing them on.
