I think so! I tried that with Muffy and her plot moved a few times and sometimes she wasn't there but I had a villager in my campsite instead. When I loaded into my mayor's profile she was there.

He's adorable. I had him on City Folk before deleting and aaaaah.
Also I love bears. He's my favourite bear. I don't like Grizzly's eyes. Teddy's cute but he's a jock and that bother me a whole lot for whatever reason.

And Curt has that cute bandage in his forehead. I like to imagine that he's too tall and hit his head on doors all the time.
