Be careful when you start up in the morning that someone hasn't moved in to spot 9, that happened to me when I was trying to have 2 free spaces. Do the throwaway character to check your town first!

I heard somewhere that you can convince villagers to move in even if you have 10 villagers, if a villager is moving soon, not sure though, but it?s worth trying a few times?

I don't think it's going to work. Maybe the villager who is moving soon has to have all of their stuff packed in boxes
