Yup. It does. As per the rules.
But it is easy to get wifi ratings by buy/selling/trading things with others.
And if you don't want to do things like that, in the train station there is often times lots of people having people just come to their town simply to get them visits for train station PWP ... or pull weeds... Or if you have a nice premium or turnpsike, it is a quick way to get wifi ratings.

And this will be around for a long while, so there is plenty of time to earn wifi ratings.

Since Tier listing and giveaway have two separate wifi ratings needed, I have added "**" next to the names of those who are eligible.
And noted so at the bottom of the tier post section.
I also noted that if you were kept from being eligible because of your wifi rating, that if once you increase your rating, you can post within the thread and I will update the information.
((I'm not going to go back through every day for everyone to see if suddenly they are now eligible... once this thread gets busier that would be impossible to track.))
