Well it seems like a problem with your computer more than anything, so we can't really help unless you posted a screenshot of the problem. Your being very vague, so that doesn't us help YOU either.

well i put the cd in and usually the mouse has an hour glass when you put a cd in and it doesnt have an hour glass

Open My Computer. If it isn't showing the Sims 2 disc, then you're screwed.
