The Reset Center

I just paid off the reset center in my new town and I am hoping to get to go inside it(never did in my first town). I know that it's open on a clear day after a rainy/snowy day and after 8pm. If you go into your game under those conditions and it's not open could it open later at night? If it's open does it stay that way all night or for a certain amount of time? Thanks

Honestly, i'm not sure. I've only had it open once at 11pm. I dont know if it stays open all night if you dont touch it, but once you go in and come out it closes.
