The person below me is planning to watch at least one Halloween themed movie for this month? Maybe more?

Not really, I probably won’t watch any movies this month.

The person below me already has or will have some Halloween decorations.

A few! Some of them aren't really Halloween, but I put them out during the month. A few years ago my sister took me to a glass blowing shop and we made glass pumpkins. We still have them and put them out every fall. I also have a spooky pumpkin Pikachu mug that I got off the Pokemon Center store. It's cute!

The person below me has plans for Halloween? Could be anything to get into the mood. Carving a pumpkin ect.
