I feel like some more background might help. You have a theme? What are your other villagers? How many of each animal do you have? Are they your only two snooties? I always factor in a ton of stuff. Without any background I would say Judy probably but I don't like to make hasty decisions.

Many of my villagers are gonna be the newbies, but I love Ankha sm. thus I am stuck

I feel like maybe the fact you're hesitating over Judy says it all? I mean personally I'd go for Ankha anyway cos I think she's super unique, has an awesome house etc etc... but maybe listen to your heart if its saying you love Ankha!!

You could always keep both then, just because there are only like 7 or 8 new villagers to the series, therefore you'd have room for some old villagers even if you collected all of the new ones, and there are only 8 personalities and you'll have at least 1 or 2 duplicate personalities too. As long as you don't mind having 2 cats in town, assuming you have Raymond at some point.

I don't really have a colour theme? that'd the problem.

I like Ankha's design in general and am not fan of Judy's eyes (though they're definitely unique and I see the charm) so I'd go with Ankha. But a theme might help
