Time travel to a time once you've got it? You're already plot resetting.

The earliest you can start building Public Works Projects is on the fourth day, if I remember correctly.

I've only just said on another thread that I wish we had more control over that sort of thing.
Villager move ins/outs can become so stressful and time consuming when we don't have any or very little option or say in the matter
Gets infuriating

You can start the next day you get the permit
But I don't got the permit yet in my new town to start putting pwp

You could temporarily put a new character's tent there, then delete it after you get the villagers plotted.
