Pros
I'm not a fan of water paths but yours looks nice.
main room looks cute except for the dumb purple balloon that clashes against the pink/white color.
LOVE the Tailors room very creative
basement is adorable
flowers are arranged nicely example the all yellow topped with shrubs
town map sign awesome.
Cons
stumps by the river
the cafe sign
the flower pattern seems so out of place.
the patterns in front of the plaza I don't even know what it is.

upstairs seems to be the random room, it's okay. dislike the trashcan
Overall nice little town, little light on PWP but you can't really control that.
pros:
very pretty paths/patterns. nice usage of it too to create gardens.
love your cafe sign board.

i really like the stump near your fountain. mushrooms near a fountain look surprisingly good.
i like the areas around your face cut out standees. pretty nice.
loove the area in front of your train station.
cons:
the water path seems to be randomly placed, uneven or just stops.
needs more trees. (i would say this is the most important to fix in the northern part of your town)
very few pwps.
the path coming from the left bridge kinda zig zags for no reason. (not sure if this was an accident, it happens)
the vines on your main path on the beach kinda clash with the sand. tiled stones w/o vines would look better.
bottom right and bottom left (near Juniper's House and Campsite) are very undeveloped.
too many paths that kind of circle around for no reason.
ideas:
move your hammock placement over to the left so that it isn't directly in the way of your path.
get more fruit trees! i don't think i saw any with fruit on them. they look nice and brighten up your town with color.
instead of making huge gardens, put some pwp's and build the gardens around the pwp's. for example, i would put a moai statue close to the shore, or a light house on the bottom left near the campsite on the edge. maybe some clocks around parts of your town away from the town hall as that already has a clock.
use more patterns! i see you have 3 chars, go all out!
i see you have a bamboo as the centerpiece surrounded by yellow roses, i really like the idea. maybe you could line them up and make each square of roses different colored/type of flowers?
put some trees and bushes in your garden! remember it's not just all about flowers!
