It's quite simple! Once you go to a town with a villager "in boxes", you just go into the villager's house. Talk to them and they'll start off with some dialogue saying "Awh it's my last day here blah blah idk where to go." Then you'll get the option of saying "Come to my town!" or something else. Pick the one that invites the villager to your town and you'll be set~

The inviting dialogue always comes first, so if you finish a conversation with them and don't get the options it means you can't adopt them (10 villagers or 16-villager cycle).
