Francine has pinged me to move from my cycling town and obviously I want her in my main town.
I'm trying to get villagers to ping me and tell me they want to move and so far Whitney has pinged. I told her no as I actually like her but I do have a question about it:

Do I TT to tomorrow and get everyone to ping and if no one pings to move out TT to the next day until someone I want to leave eventually pings?

I don't want to lose anyone good so I'm only TT day by day. ​

Thanks, that's what ive been doing. But since whitney has pinged and requested to move I wasn't sure if I would save and quit and load to the next day or not

If she's already said she's not moving then yes, save and quit.

Yes, you can do that (just save and quit).

The best method for me has been to use the 3DS clock to TT far ahead, then use a new character to check who's gone, go back in time (again using the 3DS clock) and that villager always pings me sooner or later. I can explain this method in more detail if you haven't seen someone's thread about it yet. It seems like the safest and quickest to me, though it spawns a lot of weeds.

I've actually been using this method and it's worked really well so far! Has stopped Goldie and Whitney from moving and finally got Rocket out
