Yeah it is Liverpool the Jp town, and nope only one house on the map, only on the tree does it show the others...

I don't know how they got villagers to move out, but I think there's not enough space for them to move in.
It seems like the position of permanent features (retail, plaza, rocks etc) and where they've put PWPs doesn't provide enough space for a plot to move in... I think they got lucky with the town layout for this to be achievable.
That's my theory anyway. If not, I have no idea xD
