Well, both events will happen. Isabelle will be nearby the Town Hall handing out Ladder Shades to "help the player catch bugs," and the Bug Off will still go on.

I know this because I TT'd to this day. ^^

I TTd to that date before, both events take place. When you load your game only the bug off will be announced but both take place, Isabelle will be at the town hall instead of the plaza though.
