Stuck at 10 Vilagers

I have been at it for over 2 days now, trying to get someone out of my town
No one has left it...I have 10 villagers tho
I even TTed a year ahead, because I was getting desperate
No one moved out...
I have beautiful town and have been TTing constantly
Not very many flowers, besides the ones i have bred
Is this some sort of glitch? I have had many towns before, many where cycling and I have never ever had this problem

Even if you TT forward a year, if no one is PLANNING to move out nobody will.
TT three more days. Five and it's a guarunteed move-out. But if you have any dreamies, just do it day by day.

I have been going 4 by 4, which is what I normally do when I have Dreamies in my town
I talk to them, and see if they mention there normal rumor stuff, or if they mention someone moving
I like talking to Fauna and Bunnie for this
If fauna mentions her gossip thing, then I go talk to Bunnie. If she mentions her gossip thing, then I know no one is moving
I have been doing this with several villagers over many towns...this is the first time I haven't gotten a mover yet

Still no movers,..
I happen to be a good cycler as well, starting new towns and I have villgers moving before I even have the permit..
