Stubborn villager, help!

So i've had a pesky villager, Velma, that won't seem to move! I've been stuck with her for 2 years now and she is becoming a pivotal issue within my town due to blocking the way for a bridge and a forest; not to mention she's also an eyesore! I've run out of all ideas as to how to get rid of her and I need ideas; the ignoring tactic clearly isn't working!

FYI: She moved in a few days after I initially started my town and I have only kept minimal dialogue with her.
 
You could also try talking some more to her beforehand, it seems like this increases the chances.

So talk to her to the point of harassment or just here and there? I've been told this but I thought doing this just increases your friendship with them, making them never want to leave.
 
okay pleb, when you ping farm someone it means you empty out your pockets of your items and fill all 15 slots w/ flowers. (also empty out your bells on hand) so you have nothing to buy **** for, and they dont wanna buy your flowers either so they wont ping you for that. then you use a swimsuit and you go jump in the ocean and you idle there for about 5-10 minutes and then you run around town( or in your case to that villager you want out) and wait for them to "!!!" you. which is a ping.

if you dont have the swimsuit you can also just idle in a far out corner on your map as far away from villagers as possible.
now this will only work if the villager you want to leave is outside their house. other villagers might also ping you to move but just tell them no. haha.

How long does this take for them to move out? I have two villagers I want to leave.
