Struggling with flower growth...

I'm finding myself really struggling with flower growth. I know people say you can use a blank custom design over a path and that will prevent flowers from growing in that spot. I'm not finding that to be working. In some spots of my island I tried doing that with a completely blank custom design and in other parts I have a mostly blank design with some small grass effects. In both instances, flowers still want to grow. Is that strategy to avoid flowers something nintendo stopped us from doing?

The other thing is that I did have the beautiful town ordinance on. Maybe having this on caused it to override the custom path strategy? I turned the ordinance off a few days ago but it hasn't been long enough to tell if that will make a difference...

Any advice would be greatly appreciated!
 
You don’t have to use it over a path . Just a blank design works. It is possible you missed a tile. I know when I try placing a clear design I always miss a tile and then flowers everywhere. That’s why I use a colored design and then change it to clear when I’m done placing. This way I know I have them everywhere they need to be.
 
Okay, I'll try it again. Definitely possible I missed a tile. My main worry was if the ordinance overrode that somehow.
 
I don’t believe it could because you would need a spot next to another flower to spawn. With putting designs down it stops a flower from spawning.
