I didn't want to make the title extremely long.
What I'm trying to ask is, how can I stop villagers from placing their homes in the way of my paths and plants? I'm about to start landscaping in my new town, and the villagers are all scattered out zig zag like.
If I get them to move out, how can I make sure no one will plant their house all crazy-like again? Is it possible other than PWPs?

Plot resetting! Each day where you have a chance to have a villager plot start the game on a brand new character. Look around for the plot, and if it's in a bad spot close the game without saving. Be sure not to load your mayor at any point during this process, and save the game with the new character once your villager in a good spot.

Good luck to you! I already had 4 characters before I learned about plot resetting, so the best I could do was place a few PWPs to protect the absolute worst places for a villager to plot. I'm working on deleting one of those characters now, though, because plot resetting definitely gives you more control.

Argh, but there's no way I can predict when someone will or won't move in :(

It doesn't take too long to load with a new character. Just do it everyday until your town settles down to some regular residents. Just get off the train, run around real quick and then *save* if no one is there.

Nope, usually it takes 2-3 days for a new villager to move in though. Plot resetting takes only 3 minutes though, so you can just do that everyday to make sure no one has moved in yet and if they did, aren't in a bad spot.

Actually, I would be really wary of resetting if you don't see a plot. There is a chance no plot will show on the new character, but once you load your mayor there's a chance of the RNG deciding, "Okay, _____'s moving in now." Just save if you don't see anyone after a few resets.

This is true and I have messed up my town and plot resetting because of this!

If you don't see a plot in your loaded new character file, then save! Because if you don't see a plot, then load your mayor file, a random plot can appear. It happened to me SOO many times until I got the clue lol.
