still not sure what a 16 cycle is

Can someone elaborate on this? I only know you have to move out 16 villagers.Im asking this because stitches is moving and can i get him back from someone that is holding him even without getting 16 villagers to move out my town?

Unfortunately, no. You really need to cycle through 16 villagers to get him back even if you do get him from another town. I tried getting Merengue back right as she moved away, but the option for her to move to my town didn't come up at all even though I had 9 villagers. The game still remembers them so you really do need to cycle through 16. Keep a list of all the villagers that move out because the game will not keep track for you.
