Starting a cycling town...advice please

I have started a 2nd town six times now. Can't have two main towns. Feel bad like I am giving too much attention to the 2nd town villagers. I like helping others get the villagers they are looking for so I figured a cycling town would be a good idea. I don't plan on really building anything other than the campsite. Goal will be to get villagers in and out as quick as possible. I am a time traveler so I am planning on doing the 3/4 day method, but does that work ok when friendship level isn't high? Any advice from other who cycle would be appreciated.
 
If you don't care about anything else in your town I have a method of cycling villagers and I know other people use it as well.
When you have 9 villagers tt a day forward until someone is in boxes then save and quit.
Reload and when isabelle asks if you want to change anything, change the year only, for example, 21/03/2014 changes to 21/03/2015 then start game then save and quit again.
Reload and repeat to change just the year so it's now 21/03/2016 then start game and then save and quit.
Reload and now TT forward just 5 days so it now says 26/03/2016 and isabelle should tell you someone is in boxes plus you will have had a new move in so check your village.
I have used this method for a while now and it makes sure you never miss a villager leaving.
When you get to the year 2050 it will then go back to 2012 and this shouldn't make a difference but if you do mess up somewhere just TT forward a day at a time till someone is in boxes then start again.
