I think the first time you talk to Celeste, she'll give you the recipe for the star wand? Not entirely sure, but you could try visiting someone's town who has her if you don't and she should give you one. I've yet to meet a person who got something different from her the first time. Hope this helps.

yeah, i'm pretty sure you always get star wand. my friend actually didn't get a big star fragment on his first time though.
i can also craft a bamboo wand, a little harry potter wand (just "wand"), or a mum wand btw!
