No that's a weaker version of it in Kirby Super star he could make a massive whirlwind tornado appear and go across the screen hitting anything in it's path.

Kirbys smash can easily be dodged. usually with four people only one or two of them get in. pikachus final smash could be dodged given the play isnt after you or is bad with the pikachus final smash.

Yeah, they're both called Mach Tornado, but the Brawl version is a lot weaker. KSSU wasn't even released yet then, anyway.
