Be careful to not TT the others out! And maybe just don't talk to her, hit her with a net, mess up requests, don't do them, stuff like that

As far as I know, the bullying tactic actually is counterproductive when it comes to TT-ing a certain person out. A method my friend and I have been doing is to change the 3DS clock a month forward, see who moves out on a new character (don't save), go back one month then go in front of the person, on your mayor, who moved to get a Ping. Then you can ask him/her to stay or leave.

If he/she doesn't ping, then you can either do the 5minute wetsuit method, or TT to the next day after talking to everyone else at least once.
