As far as I know, it stays around until you update your town via internet.

It stays, but it disappears if it hasn't been updated or visited in a while.

Even if you delete your town your dream address will still be there for a while. Not sure how long for as without updating it it will eventually disappear

Your dream will still be there.I deleted my town which has a dream address and I can visit it anytime until it hasn't been update in awhile.
