I did get his letter....but I don't think that matters

According to this, you'll gain access on your fourth day of playing, at the earliest. You have to complete a certain number of tasks before Tortimer is triggered. What they are, I don't know. But just keep doing stuff, I'm sure he'll turn up eventually

You have to pay off your second mortgage for sure. I don't know why he hasn't shown up for you. I think there's something else but I can't remember...
Try checking my Unlockables Thread (Recently started threads on my profile) and see if it's there. I'll double check but I'm not sure.

How to earn 100% Approval Rating:

*A- Procure the starter house (not sure if paying it off plays a role, but I did so).
*B- Design a new flag. (@ Mayor's Office)
*C- Mix a new sound theme for the town. (@ Mayor's Office)
*D- Donate a fossil to the Museum.
*E- Make a statement on the Bulletin Board.
*F- Sell an item to Re-Tail.
G- Complete quests for neighbors.
H- Pull all the weeds.
I- Pickup & send all trash to Re-Tail.
J- Water EVERY flower.
K- Write letters w/ a gift inside for each neighbor, including the new resident. (mailed @ Post Office)

*These actions will only work once.

Yes, he should! The day after is the day he arrives, so I think you're good.
I can't wait to upgrade Nookling Junction so I can get Club LOL! I miss it there. It's so awesome, haha~
