Smug Villagers ???

many people have had smug villagers and uchi villagers as their starters. More commonly i've noticed it to be old characters who had their personality changed but someone did say they had flo as a starter and she is new so idk. My answer would be its not true

I had Daisy (normal), Fang (cranky), Tucker (lazy), Winnie (peppy), and Rod (jock) as starter villagers. Later on, Hippeux (smug) and Flo (uchi) moved in.

My first five: Wendy (Peppy), Teddy (Jock), Annalise (Snooty), Ricky (Cranky), and Flurry (Normal). The day after I started the game, I received a house plot for Phil (Smug). The day after he moved in, I got the house plot for Shari (Uchi). My 8th villager was Deli (Lazy -- the type missing from my starting five that is commonly among them). My 9th was Fuchsia (another Uchi). I've started quite a few villages and Smug and Uchi aren't among the first five. Yes, they're always part of your original nine, but I haven't seen them in the five that are already in town when you get there. I've seen them move in only after I move in.
On these forums, Alright has been starting and re-starting villages and posting the first five villagers of each starter town. Are any on those lists of multiple tries Smug or Uchi? If those two types can appear at random among all the other personality types in the starter five, we'd see evidence of it on those lists.
These are the starter fives from the 18 re-starts that Alright posted yesterday. I don't know all the villagers and their types well enough to tell at a glance if any are Smug or Uchi;
