At this point it's clear I'll absolutely never get a perfect town.

I have:
-The correct amount of flowers
-The correct amount of trees
-12 PWPs (that count)
-10 villagers

And, according to Isabelle, my town is "so average".

Um. What? She says exactly this, despite the fact all my PWPs are Abundant Living and I have no Nature pwps:
"The citizens think that Dwerll has a good balance between natural and developed areas, but they think the town still feels a bit barren overall. They'd like to see you pay more attention to Public Works Projects."

I'm not sure, but the day the camping cot was built, my rating went from "Good" to "Average". I have the camping cot, yellow bench, street light, custom-design sign, face-cutout standee, fountain, hot spring, geyser, three bridges, the police station, caf?, park clock, water well, campsite, and wind turbine.

Apparently, that's not enough. Woohoo. :|

I don't know if the problem is that I don't have the flower arch, wisteria trellis, solar panels, etc. because Isabelle doesn't say the town is underdeveloped. Please help!

Hi Gummysaur :) don't quote me on it but I think you need to have a certain amount of natural PWP to get Perfect Town status - others might be able to confirm or deny this. Just have a wee niggling at the back of my mind that I read that somewhere. Lou x

I could be wrong but this sounds similar to the problem I had. I counted and had the right number of trees but when I cut a few down? Boom. Perfect town, everyone loves it. You could try cutting some down and placing patterns in their place? That way if it doesn't work you can just replant them in the same space.
Hope it helps, I know this can be a really frustrating problem to have. :(

I got it with the following: Fountain, metal bench, street lamp, instrument shelter, stone tablet, 3x wooden bridge, lighthouse, spread out fairly evenly over the whole town. Not sure how many trees I've got but they were planted along most of the paths.

I'm wondering if your wind turbine could be hurting your score...

Do you by any chance have any items (other than fruit and shells) just lying around on the floor? Those count against a perfect town as it would be like having trash laying around on the ground.

Also, are you trees/flowers/bushes equally spread out? Like if your upper map is covered in flowers and trees but your lower map is barren then it'll count towards not having enough flowers/trees.

P.S: Share your dream address, if we see your town it might make it easier

Some projects actually reduce your town rating. I know there's a list somewhere, but at the moment I cannot locate it.

Myself, I got Perfect Town status when I didn't even expect it... to be honest I didn't even start trying yet.
From what I recall, I had: Yellow Bench, Street Lamp, Outdoor Chair, Fountain, Cafe, Police Station, 1 bridge I started with, 1 Suspension Bridge, Lighthouse (not sure if I had it yet)

Also, my flowers and trees weren't spread so evenly, so I am not sure if that rule is really true.

I didn't even go and calculate how many PWPs or tress or flower I had. I just make sure my town is neat and clean and clear with appropriate PWPs at the right place, up until today my town is perfect everyday except I throw a lot of items on the ground =x you can check on my town via dream code~ My town still WIP though~

Erm yea, I agree on this. I only had one tire toy (which it said might reduce town rating) but it did not happen in my town. I never actually calculate them but I did check if it will reduce my town rating~

I guess I was lucky cause I didn't really have to try. I mean I knew from past ac games about needing a certain amount of trees and flowers and no weeds(at the time I didn't know if nl was using the acre system, thank god it doesn't). I had just recently read about what the exact number of trees/flowers u need is(had not counted them yet but had planted fruit trees) and that u needed pwps. I had a stone bridge and a suspension bridge,a yellow bench and a street lamp(also beautiful town ordinance). I then added another streetlight. One day I went in my game and was shocked that I had a Jacobs Ladder. I had read that you only get those when your town is perfect so I ran over to Isabelle and sure enough she gave me the gold watering can and said my town was perfect.

Having never gotten a perfect town in any other version of ac I was ecstatic and in total shock. The only time I have lost it since was because I had stuff on the ground(furniture and candy) but as soon as I cleaned that up it was back to perfect again. I hope you get your town to perfect soon, good luck!

I would like to tell you how but I got it randomly, but u know the police station doesn't count

PWPs have things nature points and living points. They need to be close to being balanced to get a perfect town.

Going off from this website:
http://translate.google.com/translate?u=http://wiki.grovyle.net/butsumori_3ds/?役場#m65fb11d

All your PWPs increase living points but only one increases the nature points (wind turbine) in your town, so build more nature point PWPs. :)

Unfortunately some of the translations are pretty off on that website but it's not too hard to figure out what they are comparing the prices of things from here: http://acwiki3ds.wikispaces.com/Public+Works+Projects

Mine was a total surprise, too. I didn't even really start trying yet.. but I had the cafe, 3 bridges, police station, water well, fountain, park clock, street lamp, and lighthouse and I planted lots of trees and bushes to line my paths, and a decent amount of flowers, too. So I'm not completely sure what could be holding you back, but since Isabelle is saying to focus on more PWPs, I'd maybe get a couple more and see if it changes anything!

PWP has to be 'nature related' such as fountains, flower bed, etc.
And make sure no trash or items are dropped.
Flowers do not have to specifically be hybrids, just grab a bunch from the island and plant them all over your town

It might just be me, but i found attaining a perfect town too easy in this version? i have played all 3 of the other games and i never achieved it no matter how i tried
In this one i just scattered some trees around, and built some PWP's and that was it, and ive now had it for 2 months and got a golden watering can :s
Odd
I hope you manage to get one!

I have no trash. Trees are somewhat evenly spread out. I've been trying for weeks to get my stupid villagers to suggest nature pwps but they refuse.
Problem is, I'm literally running out of space for PwPs. I have one big spot that I'm saving for the flower clock (which I'll never get) but that's it. I literally just have no space :( I know the police station, bridges, and caf? don't count. Look in my post and you'll see 12 PWPs that DO count. I started the game on August 4th and most people get the darn rating on their 20th day or something. >_>

Dream address is in my signature
