Because I have soooooo many dreamies, I'm actually considering to buy a second copy with a Unova theme.
So it's just Striaton city, for ya,ll's've pokefans out there. The mayor would be the female trainer Hilda, and the other residents are Cilan, Chili and Cress.
For animal villagers, I'm going to get the following:

Pansear - Flip(The only monkey I dont want is Elise.)

I have 2 copies, one cart and one digital, and I don't really use the cart anymore. I guess it was hard to focus on two towns at once? It was nice when I had more than one 3DS to use for it.
I say buy a second copy if you think you'll use it!
I think that since you already have a whole plan for your new game, it means you are going to use it and not let it gather dust. With such a developed plan, I think you should go for it!
that sounds like a really awesome concept for a town!! i love pokemon and i haven't seen a town like that before so it'd be really interesting to see that happen c: i bought a second copy of acnl as well as a new 3ds in order to play the japanese version, and having two different towns is actually really fun to play as you don't feel as limited to do what you want with your town, house, villagers, etc. as you do when you only have one village which is your only project. i really enjoy having a different region copy to play on (i now have the eu and jp versions) as you can experience many different holidays, items and occurrences, but even if you just get one that's the same region as you currently have it's still really enjoyable.
As long as you plan to actually use it and don't change your mind at the last second, however it appears you have your town so planned out I doubt that will actually happen
I say go for it! I have two towns and it's manageable! Plus you can go for completely different themes at once.

Definitely go for it! You can find used copies for pretty cheap. I got a second copy because I'm really attached to my first town but it's fairly disorganized and I don't want to plot reset. I would have done it SO differently if I had the experience I have now.
On day one in my second town, I covered my town in patterns so any villager that moves in will already be in the right place. Now I can just wait and cycle until dreamies arrive. It sounds like you have a plan/theme in mind that you could begin to execute as soon as you get started which will make your job 500x easier.
