Should another villager be top of tier 1?

Raymond isn’t allowed on my Island. I don’t dislike him, but his name creeps me out for personal reasons. I really like Dom, but I feel like he should be a lazy, yet at the same time I’m glad he isn’t. I’m also glad he isn’t top tier because I really like him and I feel like Raymond is oversaturated.
