Does Celeste making a wish happen on its own randomly, or does it coincide with actual shooting stars? I only ask this because I haven't seen a shooting star in weeks, and sat at an announced meteor shower for six hours to get nothing. I'm getting concerned that there's a bug.

Celeste does the wishing action even without shooting stars. I never had any meteor showers until yesterday. But for the past encounters I had with her on my island, she does this and I kept looking up only to be disappointed.

If it was announced by Isabelle, or indicated through conversation with villagers, and it was after 7p, then the shooting stars should have been noticeable. If not, then there may have been something wrong.
Celeste's appearance, or lack thereof, doesn't indicate a meteor shower.
Celeste's appearance was a separate occasion. I had one announced, waited for six hours and nothing. I was extremely bummed.
