No, Wii's have a chip in them that say what region you are from. You can change the country, but it will stay in that region you are from

The only way to change your WIi's region is by hacking, or using the region changer from the same people who make Action Replay

No Ogre Masks are items you can get by trading with other players. I know the Ogre Mask isnt hacked because I'm the one who gave it to him. They are just very rare due to being unable to catalog them
