Not criticizing or anything, but another way to give out 20 red candies is to not buy 20 red candies in the first place. And yes, you say you are giving them for free, but they are pretty cheap anyway.

Well, For the pokeballs, some people bought the whole stock available, and then sold them, why can't he then?
Others bought them all to give pokeballs to their friends and all to make profit. That is totally understandable.
He is free to do whatever he wants.
