Second floor museum help?

I have read how you get it, but I have already donated heaps in each category and it still won't work. does anyone know if it matters if you are the mayor or not when you donate things to the museum? cause I play on my sisters game where she is the mayor and I wasn't sure if she had to have donated the things for it to work.

its also been like this for a while so I have waited over 14 days for it to work

You may have to be mayor to activate Blathers thinking about the upgrade. It's either that or him thinking about it is a random occurance each day.

Either way, you'd have to be the mayor to start the upgrade anyway!

I think you need to be the mayor to get the cutscene with Blathers
