Starting my RWBY town over again, and have picked out an assortment of villagers that I felt had good similarities to the RWBY characters, most notably the members of Team RWBY and Team JNPR.
Red (Ruby) - Cherry - Red and Black are Ruby's signature colors, plus since she has a dog (Zwei) it fits even better.
White (Weiss) - Hans - Since Hans' design is based on a Yeti, I feel that he is the best suited for Weiss' villager, due to the ice connection
Black/Cat (Blake) - Ankha - I know she is not exactly the color black, but she is my favorite Cat villager, since Blake is a Faunus, whose animal trait is Cat ears, I feel it fits still.
Yellow (Yang) - Phoebe - Because of her connection to fire, and the yellow color. Gives her the same type of trait as her sister (both get Uchi/Tomboy villagers)
Normal (Jaune) - Fauna - Jaune's Color is often Yellow, but I already used that, so I will go with a Normal villager, since he is the 'normal guy' of the series.
Pink (Nora) - Peanut - The high energy of the Peppy villagers fits her perfectly
Orange (Pyrrha) - Inkwell - Pyrrha's signature colors are Red and Yellow, both of which I already picked villagers for, so I went with Orange, the combination of the two colors. I picked Inkwell, due to being a Jock, which fits Pyrrha's athletic skill
Green (Ren) - Wolf Link - Dark Green coloring, warrior
Other:
Ursa Grimm - Chester - Matches the Black and White colors of the creature
Cinder Fall - Ganon - Major villains
Houses will be based on the four main characters. While already being represented with the villagers, I feel having the four humans as the main girl would work as a good bonus:

Back Room: Kiddie Bedroom
Left Room: Kitchen
Right Room: Sweets and Candy theme
Attic: Bathroom
Basement: More sugary-themed stuff
Weiss Schnee:
Center Room: Mansion entryway
Back Room: Princess Bedroom

Attic: Ice stuff
Basement: Vault with tons of cash
Blake Belladonna:
Center Room: Cat-themed stuff
Back Room: Library
Left Room: Rococo Bedroom
Right Room: Kitchen
