Are you, by chance, trying to use amiibo cards? You need the actual figures to summon an NPC rv, otherwise you just get the item option.

I'm honestly not needing much in the way of IGB since I sold my old town for over 30 million, so I'd just take like 20k total for the 4 visits; 5k each?
