In my main town, I do the 4 days method.. I go day-by-day 'til someone pings that they're moving.. Then if it's a dreamy, tell 'em no, and skip 4 days in advance.. Someone new should ping you to tell you they're moving.. If not, I go day-by-day (3 max) and if still no-one's pinging, on the 3rd day, I keep resetting 'til I find out who's going

Of course with this method you must constantly talk to the villagers you want to stay, as otherwise they won't ping you
