No. Rosie is being sold for 200 TBT (also known as BTB; Belltree Bells). It's the sites currency, just like bells are the games currency, and are used to purchase either in-game items, site items or stuff for other games (Pokemon, for example.). You can see how many you have on the sidebar, next to your post (it's below how many posts you've made). Right now, you only have 8 bells, therefore you cannot afford her.

The seller transfers the tbt to you, then you go to their town or they go to yours and you drop the amount of bells.
