Selling Roscoe is moving out on the 6th

I'm very new here, and I am really interested in selling Roscoe to help build up my town a bit (and to also cycle some new villagers for myself) He is leaving on the 6th of November. Its currently Nov. 2nd in my game

I'm not quite sure how this works once he is bought so whom ever wins, please walk me through so you can get the cranky black horse.

I'm looking for maybe 500k? if he is worth more then offer that please. Really need the bells to build up my town ^^.
