>good layout
>good villagers
Pick one.

I got the almost perfect layout last time but the starters aren't satisfactory.
Sure, they can be replaced but they're the ones who will stay for an indefinite time and later roam my Main Street.

This happens to me :x
Luckily both times i managed to find fab villagers and a good layout, but it took a long time

Definitely a good layout. The villagers can be changed.. If you don't TT, then it doesn't matter.. You'll just get to know more an dmore villagers.. Which is a good thing, as even villagers you hate initially, you can grow to absolutely adore

I just got a decent layout with decent starters(except maybe Queenie, but eh), but the town hall's roof is green(I prefer blue). I also have pears as native but that's unnecessary.
What do you think?

Also, I'm not sure where to put my house too. I'm thinking the empty space below the inverted-U river.

While Re-Tail is in a good place, and you only have one pond.. That's a very clumsy layout for my preferences.. It's a bit all over the place and the rivers winds around everywhere, so I'd definitely continue resetting..

However it's not up to us, you should only settle with everything once you're 100% happy.

I like the winding rivers :(
It can become a problem if you want a lot of PWPs though as there's not much room.
My previous map had what's considered a perfect river but I hated it, it's so boring. Now I like the little kink my river has.

I hate the plaza and town mayoral house placement. Would not keep.

For some odd reason plaza being in the middle or close to the train station is a must for me xL

I'd care more about my villagers if I were to start another town, because I don't really care that much about layout, unless it's really bad. I'm planning to start working on the layout of my current town when I get all of my dreamies; I'm too lazy to plot reset.

I suppose the layout would be more important in the long run but when I was resetting I was looking for a little of both.
A good map with at least one good villager.
