Reset Surveillance Center

I have the center completed, and despite Resetti telling me it is off limits, I know I can get in there!!! How...is my question? I have read what seems like a billion different things on how to get in there. I know it's after 8PM and random where the manhole will be open, but others have said it has to rain one day but not the next for this to occur? Does anyone know for sure?

It is open randomly after 8pm. It will not be open if it is raining in your town. Some people have said that it needs to have rained the day/a couple hours before 8pm, but I don't really know if that's true or not.

Just always check on it everyday after 8pm and be patient, it'll open eventually.

Yeah, five times gets you Don Resetti's picture, and seven times gets you Resetti's picture.
