I got all that right? or if there isnt any rain it has to be a bright sunny day for it to be open that night, with my gate still closed?

Sorry, That's what it said on animal crossing wikia. in betters terms, it has to have rained or snowed the day before, and be all sunny the next and on the sunny day, right after a day of rain or snow, it will open up and you can go visit it. and by one person, it means, if you have more than one playable character in your town, only one can go into it.

Yes, you get Mr. Resetti's picture when you visit him five times, and Don Resetti's picture on your seventh visit. I built the reset center during the rainy season, so I was able to get both pictures in only a few weeks.
I love the reset center. Well, not the center itself, but the fact that when I reset I get to hear the Resetti music. It's one of my favorite tunes in the game. If you tell Mr. Resetti that your battery died or you don't remember what happened, he takes it very easy on you and he leaves you to your business very quickly. However, if you tell him that you wanted to reset, he'll get very angry and yell at you, which can be increasingly funny.
I have mine and it seems to open up more when you have a perfect town (in my experience).What?!?!?
